ICC seeks detailed explanation from PCB over India-match boycott threat

The International Cricket Council has asked the Pakistan Cricket Board to formally justify its decision to invoke the Force Majeure clause following Pakistan’s decision to boycott their T20 World Cup group match against India scheduled for February 15. ESPNcricinfo understands the PCB has informed the ICC that the move was prompted by directions from the Pakistani government, but the governing body has sought further clarity as discussions between the two sides continue.

Force Majeure, a legal provision that excuses non-performance due to events beyond reasonable control, is recognised under the ICC’s Members Participation Agreement, including circumstances arising from government orders. In this case, the government of Pakistan first announced on social media that the team would not take the field, before Prime Minister Shehbaz Sharif reiterated the decision in a cabinet meeting, linking it to solidarity with Bangladesh following their removal from the tournament.

In its response, the ICC is understood to have asked the PCB to outline what steps it took to mitigate the Force Majeure event, as required under the agreement. The ICC has also reportedly detailed the strict conditions and evidentiary threshold necessary to justify such an invocation, while highlighting the sporting, commercial and governance consequences of non-participation.

The ICC has further warned the PCB of potential material damages it could seek should the boycott proceed. While stressing a preference for resolution over confrontation, the ICC has reminded the PCB that its constitution empowers the ICC Board to consider severe measures, including suspension or termination of membership, in cases of serious breaches.

Within the PCB, there is confidence that their position would withstand scrutiny if the matter escalates. Officials have cited a previous dispute with the Board of Control for Cricket in India that went before the ICC’s Dispute Resolution Committee, arguing that government intervention was previously accepted as a mitigating factor.

Back-channel talks involving ICC directors Imran Khwaja and Mubashir Usmani are ongoing, with both parties aiming to resolve the impasse. Neither the ICC nor the PCB has issued an official public statement so far.
