India and West Indies have both been fined for falling behind the required over rate in Saturday's third and final ODI in New Chandigarh, with India docked the heavier amount
India were fined 20 per cent of their match fee after being ruled four overs short of the target, while West Indies lost 10 per cent for finishing two overs short. Both figures were reached once time allowances had been taken into account.
The sanctions were imposed by Prakash Bhatt of the Emirates ICC International Panel of Match Referees. Both captains pleaded guilty to the charge and accepted the proposed penalty, so no formal hearing was needed.
The fines close an ODI leg that India won 2-1 but West Indies ended on a high, and they land two days before the two sides begin a five-match T20I series in Lucknow.
The charges fall under Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, which sets a fine of five per cent of a player's match fee for every over a side fails to bowl inside the allotted time.
That arithmetic produced the gap between the two teams: four overs for India, two for West Indies, and double the penalty for the home side.
The charges were levied by the on-field umpires Jayaraman Madanagopal and Sam Nogajski, third umpire Sharfuddoula Ibne Shahid and fourth umpire Virender Sharma, with the match referee setting the sanction afterwards.
The over rates were a symptom of a match that stretched deep into the evening. West Indies chased down 352 with five wickets in hand, the highest total they have successfully run down in a one-day international.
Shai Hope finished unbeaten on 162, the biggest individual score made in a successful West Indies chase, passing the 153 Brian Lara made against Pakistan in 1993.
India had taken the first two matches of the series and were already assured of it before the final game, but the manner of the defeat left the hosts with plenty to review before the short-format leg.
Fines under Article 2.22 are settled after the match, and they sit alongside an in-game mechanism that has applied to all ODIs and T20Is since the ICC made the stop clock permanent in June 2024.
Under that rule the fielding side must begin a new over within 60 seconds of the previous one ending. Umpires issue two warnings, and every breach after that costs the bowling team five runs.
The clock does not run when a new batter walks in, during official drinks breaks, while an on-field injury is being treated, or when time is lost for reasons outside the fielding side's control. The post-match fine remains the heavier sanction for a side that simply bowls its overs too slowly.
The T20I series opens at the Ekana Cricket Stadium in Lucknow on Tuesday, the first of five matches that then move to Ranchi on 9 October, Indore on 11 October, Hyderabad on 14 October and Bengaluru on 17 October.
Shreyas Iyer takes over the India captaincy for the shortest format, with Shubman Gill having led the ODI side. Hope remains in charge of the tourists.
West Indies carry one injury worry into the opener. Jewel Andrew hurt a finger completing a catch at cover in the third ODI, and although X-rays showed no fracture he is still being monitored, with Amir Jangoo added to the squad as cover after scoring 239 runs across the three ODIs.
Andrew has not been ruled out of the series, leaving the visitors to decide whether to risk a player who kept his hands on the ball even as the injury happened.
Neither fine carries a suspension, so both squads travel to Lucknow at full strength for Tuesday's first T20I.
